On 22nd May in 2002 there was a research paper on Gibraltar’s constitutional future.
As it happened in 2001, the British and Spanish governments had embarked on a new round of negotiations under the auspices of the Brussels process, to resolve the sovereignty dispute over Gibraltar. The Government sought to achieve four objectives in the agreement, which would be possible through a new relationship with Spain, and with the European Union; plus a lasting agreement on sovereignty, to end the 300 year old dispute with Spain. However at this point in time it was shared sovereignty they had in mind.
