The contents of the latest report of the principal auditor for the years 2016-2018 should have taken nobody by surprise. All such reports published over the last thirty years or so have had the potential to shock and even scandalise public opinion.

FIGURES
The reason for this is because apart from including the figures which make up the actual accounts, which are already known and have been long debated, the reports also concentrate on value for money and departmental audits.
